I started up my game again and now everything is working fine.

I had to do a full restart to resolve this issue. Hope this helps someone else. I have been trying to figure out how to use mods. I go to the workshop and hit subscribe. I restart the game and still no mods. I validate the files and still no mods. I am not sure what I am doing wrong. Important Do not delete the config files in the game directory, i.e. Steam\steamapps\common\XCOM 2\XCom2-WarOfTheChosen\XComGame\Config - the game will fail to start if you do.
